Frans H.J.M. Coenen (1960) is bestuurskundige en gepromoveerd op de effectiviteit van gemeentelijke milieubeleidplanning. Hij is sinds meer dan 30 jaar sociale wetenschappelijk onderzoeker in het domein van  duurzame ontwikkeling. Hij is momenteel senior onderzoeker binnen het CSTM – het Department of Governance and Technology for Sustainability van de  Universiteit Twente, binnen de faculteit BMS de Faculty of Behavioural, Management and Social sciences. In de loop van de jaren heeft zijn onderzoek zich in het bijzonder gericht op lokale en regionale duurzame ontwikkeling en op de capaciteitsontwikkeling voor duurzame ontwikkeling. Hij heeft een bijzondere interesse  in participatie in duurzame ontwikkeling in relatie tot de kwaliteit van milieubesluitvorming. Hij is gespecialiseerd in milieuplanning en in beleidsevaluatie.  Op dit moment richt zijn onderzoek en onderwijs zich vooral op de governance van en barrières in de energietransitie. Hij is betrokken bij verschillende onderzoeksprojecten op het gebied van hernieuwbare energie en de lokale energietransitie
